lawn mower won't start - Lawn-boy 10603

So i got this mower last year, used it a couple times but did not remove the gas nor oil and it will not start. There was a little gas in there and i filled it up with fresh gas this weekend, still did not start. Any way to know what is likely the cause and how to repair this?

....but did not remove the gas....

Your carb is probably gummed/varnished up, or else you forgot to turn on the fuel shut off valve.

You need to read the OM regarding storage.
