Briggs and Stratton 3.5 HP Tiller Carb issue

I have begun repairing a B&S 3.5 HP engine mounted on an older Lazyboy tiller. The carb is mounted on the gas tank. I soaked everything in carb cleaner and replaced the diaphram. Upon reassembly the engine idles fine but when the throttle is increased it seems to flood and fuel is blown out of the top of the carb. The engine then chokes out. Any ideas on what Im missing. There is no float in this type of carb.

Are you running it with the air filter removed? If so, the screw needs to be installed to plug the hole.
