John Deere drive PTO pulley won't allow engine to crank

I am working on a John Deere 111 where as soon as the drive pulley and PTO are bolted in place the drive belt is so tight to the drive pulley the engine can't crank. Is there a spacer that allows the drive pulley to turn after torqueing down the bolt to the crankshaft?

Thanks tomplum,I used the JD parts site exclusively during the rebuild. It seems that when the bolt that holds the pulley and PTO on is tightened the drive pulley on top gets sandwitched to the bottom of the frame. I took the belt off to make sure. I bought some brass spacers I'm going to put on the top and see what happens.
