Honda HRB217 Lawn Motor

I brought a second hand Honda HRB217 lawn mower. It will not run on slow and surge on high must choke to start wheither engine is hot or cold. Seem to me something is wrong with the govenror or trash in carborator. Anyone have other ideals and how to fix.

Know issue. You can clean the carburetor or buy a new one for about $15.
You can get a breakdown on the Plano site.
