You should Google small engine tachometers. There are vibratach styles that you rest on the engine, there are handheld tachs that you hold up to the plug wire (most shops I know use this), Tinytachs, you can even pick up tachs that you put a mark on a rotating thing and it will read the rpms. Unsure how well the latter works for mower work.
