Toro mower will only run when choked, then dies

Toro push mower 20684 (2 Cycle Suzuki) engine 47PJ8, ser.6017354 ---

Mower will start on first pull when choked and runs choked for about 10 seconds then dies. If I move it from choked it dies. I have just changed fuel filter & spark plug (gap .032). Has fresh gas/oil mixture, clean air filter; have not soaked carb but took apart and it looks clean inside and out, removed exhaust and see no carbon on piston head. Not sure what to check or what to adjust and would appreciate any suggestions. Thanks.

How about the crank seals, upper and lower? In a 2-cycle, they have to hold pressure and vacuum or the engine can't breathe. Look for excessively oily seals.
Really, it sounds like the engine is not getting enough gas - maybe a clogged jet in the carb or blocked pickup in the tank? Check the fual line and in-tank filter too.
