Troybilt Pony Deck Shakes/Blades Always Turning

I have a Troybilt Pony.....the deck is shaking violently. The blades stay engaged all the time. We have checked the blades and they seem fine. Last summer the transmission belts were replaced. Which belt would cause the blades to turn all the time? Thanks so much!!!

Possibly there was a problem w/ the installation of the deck. Belt or engagement cable routed wrong etc. I'd say off with the deck and have a look. Sounds like a new belt is in order. The model # from below the seat could be helpful as well as belt #s from the tag under the hood.
