'Idle' refers to the lowest operating speed of the engine, which has no use at all in using a mower. After starting, with a mower that has no manual throttle, the engine should be running at cutting speed. With a hand throttle, you move the lever to the 'fast' or 'run' position which may be indicated by a rabbit drawing on some mowers.
As for the blade clutch, if you are following the directions in the manual and the blades won't rotate, you should return the mower.
