Gas blowing out of briggs cap

I have a 5 hp briggs on my tiller. Just got it running for the first time by changing the gas tank, cleaning the carb and replacing the diaphram. When I started it up and throttled it up gas started blowing out of the gas cap. What could be causing this to happen?

Is the cap metal or plastic? On my older tiller with the 5hp B&S i replaced the metal cap with a plastic one. Got it at one of the big box stores for less than $3.00 if i remember right.I would supect the gasket is missing from the cap?
