The little link is reversed. the hoop end attaches to the governor blade. Only 1 spring on yours. You ultimately adjust the rpms with the outside tang on the control.

Thanks Tom for replying. As you can tell, I'm no mechanic. So, you're saying the little clip that is attached to the governor blade is backwards? The clip end that goes straight down goes to the blade and the other end slips under the throttle? How about the big spring?? Is that attached where it should be? There's a little metal piece that has a hole in it with nothing attached... so I figured something should got there... like a governor idle spring or something. It just doesn't seem like the throttle works at all. Swivels correctly but there's nothing to hold it... if that makes sense. Thanks for helping... would love to get this mower going.
