Briggs and Stratton 42A707 will not start

Let me start from the beginning. I have a 18.5 hp B&S engine model 42a707. It was leaking oil onto the drive belt from the sump gasket. Removed the engine and replaced the sump gasket. After mounting on the chassis I tried to start the mower and it will not start. I have spark, I am getting fuel to the carb. Engine cranks just fine have gotten a pop or 2 from the engine but just doesn't want to start. Doesn't even sound close to starting.

You have evidently gotten the timing gear out of time! Easy to do when reassembling after opening the case.
I use a piece of masking tape, or heavy thick wheel-bearing grease to hold the cam in place, then carefully lower the sump into position!
