Honda GCV160, running rich

This is an older engine that has been well maintained. Fuel tank, lines, and carburetor are clean. Engine starts on first pull. The problem is that there is a slight amount of black smoke in the exhaust that indicates a too rich mixture. The manual choke is all the way open. The engine is loading up enough to lose power. As it runs at one speed, there are no adjustments. Can someone suggest a solution? Thank you.

Is the air filter clean? Maybe the needle and seat aren't sealing and you need a new needle?

Yep, flooding. Be sure to turn the fuel off just a few minutes before finishing so it empties the fuel bowl, at least until you get it fixed. The flooding carb could contaminate the oil. If I were you I would cut to the chase and put a new carb on it. Then you can tinker with the old one at your leisure, maybe rebuild it and put it away for later. Sounds like a bad float.
