How to get pulley off mower?

Hello, I have a Troy Bilt pedal drive tractor T809H and I believe that the lower drive belt is stretched. To get it off I need to remove the variable speed pulley but there is no nut on the top of the pulley and I can't fit a combo wrench under the pulley nor anywhere in the general area. Is there some kind of trick to removing this pulley? Thanks

I don't know that it has to come off to replace the belts. If it does, it bolts to the bracket from below- so that means that the bracket has to come loose from the T/A or you lower the transaxle. Replace both belts with the OEM belts. Should there be any drag on the VS pulley bearings, they are replaceable.
