I picked up an HR215 on the cheap with similar symptoms. The bbc was plugged with grass. You will need to remove the blade and center bolt to clean it out. While you have it apart, check the bearing in the disc. If it is at all rough replace it.
If I remember correctly it is an SKF6202 available at most bearing houses for a third of what Honda wants.
