MTD Yard Machine, Braking Issue

I am reaching out to anyone that knows anything about riding tractor mowers.

I have a MTD Yard Machine 17.5HP B&S w/ Auto Tranny. The issue I am having is the the moment I put the tranny in R or F it starts to move and the brake cant stop it. I am not applying my foot to the gas pedal to tighten the drive belt so I am not sure what is powering the drive. When the tranny is in N the brake is strong enough so its not the rotor or the pads. ANY SUGGESTIONS?

I would guess the positioning of the belt is the problems- unless some improper belts had been installed. Had any work been done? What can affect that? A seized center in the variable speed pulley for example.
