If you are absolutely sure it is assembled the way it should be, on these it is best to replace the gasket and float valve- or give up and bolt the Walbro on...

" i have took it apart clean it up with carb cleaner.but it still spitting gas from the carb in the air filter"

Something you want to keep in mind here, the compression release system on a B&S 14.5 hp OHV engine operates on the Intake Valve. It is normal for there to be some blow back thru the Intake when cranking. Excessive blow back may indicate not enough valve clearance OR bad valve. Doubt that blow back thru carb has anything to do with the carb.

As a follow up, actually spitting gas may indicate that the float needle is still leaking flooding the carb and spitting excessively gas along with the normal air/fuel blow back at cranking speed. Try turning the gas off at in-line gas shut off valve before shutting off engine.

Good used Walbro Carbs should be fairly easy to find as lot of this series of engine wind up throwing rods due to gas contaminating oil.
