Honda HRX 217 Speed control

I have a Honda HRX217 HXA. When i put the unit in Choke it pops out. I can hold it in to start but it is not supposed to do that.
I have the cable adjusted as per specs.
Could it be something in the lever mechanism?
Anyone else have this problem?
