Craftsman LT1000 won't start

Hi, Everybody!
OK, here's my issue for THIS post. I have a Craftsman LT1000, about 8 years old (Briggs engine). It has been having an issue wherein the starter wouldn't spin up. Watching it while turning the key (with a fully-charged battery), the starter gear just kind of twitches, and goes "bzzrt". Consulting the local mower shop led to consensus that I had a bad starter. So, I ordered a new one. It arrived all new and shiny, and I said, "Yay!" Took it out, put it on, and it DID THE SAME ^$#@&*% THING. Anybody have any ideas about this? I gots grass what needs mowin'!

Possibly the battery terminals are switched? Watch over the terminals on the battery, solenoid and ground that they are clean and tight. I suppose that it is possible that the solenoid has issues. Jumping safely to the starter direct, does it work?

Make sure the engine is properly grounded to the tractor frame.
Loose mounting bolts (in some cases) can be the culprit.

IF you have a Voltmeter-
place + lead on engine block.
place - lead on battery -.
Try to crank the engine.

Anything over 0.2V (or so) DC is considered excessive.
IF your reading is multiple volts, you basically don't have a ground.
