You best remove this hub with a gear puller. You will also likely need to get the engine oil out of the cylinder and replace the air filter if this was tipped for a while. If you remove the spark plug and have an assistant pull the rope slowly you could watch the center of the hub to see if the crankshaft is not bent/ wobbly before you get too far.

It turned out that I just need to gentle hit it with a hammer to get it loose. (I first tried with a two armed gera puller before I understood that I was pulling on the same part)

Now I just need to either fix this with new holes and new screws or find a new one. I bet it is easier to buy one but I bet it is expensive.
