Saying Briggs Quantum is about as descriptive as saying Chevy Sedan.

We need the Model & Type number to properly identify it.

Well, with the air filter off you could see if the choke plate is closed or not. If you were to flick the choke plate , it should return to the closed position instantly when cold. More often then not when the choke stat is defective it is that it won't keep the choke open when shut off warm. There is a tiny spring that is visible from above the carb. Be sure that is hooked up as well. It could simply be water in the carburetor bowl or otherwise yucky fuel.
