The machine the Walbro carb is on is a Briggs Trimmer with the .75HP L Head engine. It model is 021032-0112E1-040518 2A.

Thanks for the replies evdpgh and weed-cutter! I have been looking at some Walbro WYL diagrams previously.

It does appear that the part in question: Fuel Pump Diaphragm Spring; does indeed rest on the fuel pump plate of this carb UNDER the diaphragm itself (according to the Walbro WYL diagram). That was it's location when I opened the carb up and we will try and operate it that way. A word of note here: The older Zama rotary carb does NOT have the fuel pump spring....newer ones may....but this is a 2004 model year carb.Thanks again.
