Craftsman 21' won't mulch

I have craftsman gas powered 21" mulcher, part number 917.388740. It is said to be a mulcher, but the "plug" that it comes with is on a hinge and doesn't stay in well at all so clippings come out of sides and bottom of plug. It came with 6.5 hp engine that was on the fritz so I replaced engine with a 8.75 tq briggs and stratton stratton, pretty much the most powerful motor that would fit, and replaced craftsman's curved "mulching" blade with a real mulching blade, but it still doesn't mulch well at all, and clippings come out of sides and bottom of plug. I never cut more than 1/3 of the grass height " I mow a lot" and still have this issue. So my question is is there a better mulching plug out there where I can remove the hinged one it came with and insert a decent plug, or is the design just not good for mulching and am I stuck with what I have? Thanks in advance for any guidance.

I'm curious what specifically you mean about not mulching well. Is it a quality of cut issue or the grass isn't being cut fine enough- or is the problem more related to how it handles the clippings?

grass isn't being cut fine enough, almost like its not being mulched at all, the clippings are a little less than 1" in length, so its like they are only getting cut once and not getting mulched, and the underside of mower is clean, no grassy build up or anything.

Where is the blade edge in relation to the deck housing bottom? 1 inch isn't horrid, but I suppose if all the grass does is lay on top and dry out it isn't desirable. HAve you ever looked below a Toro recycler that has the little triangular plastic kickers in place? If there is room between the housing and blade- maybe a set of those screwed into the top of your deck may neaten things up a bit? A stealth recycler....
