Somebody please tell me why the engine makers don't thread the holes in the flywheel so a person could turn bolts or screws into them, to use a regular pulling tool?

Yesterday, i tried to use a gear puller to take off the flywheel of a "curb find" mower, but the lack of holes, or the lack of threaded holes, made me use the Chinese Hammer Trick! Works every time!
