Since it's an engine problem, engine details would be more useful than what mower it's on.

Many small engines have a kill wire connected to the carb linkage.
This wire is grounded when the throttle is moved to the closed position.
inspect to make sure you don't have a bare spot grounding this wire.

Thanks Bill for your response. I have the Magneto unit on my workbench and I get a short(continuity) between the frame of the magneto and the receptacle tab for the kill switch wire. Shouldn't that show an open circuit? My kill switch wire is intact and functions properly when engage or disengage the switch showing an open and short when I move the throttle forward or back. It's the short on the magneto unit that I am concern about. See image See the spade type tab about the center of the picture. That is for the Kill switch connector.
