carburetor bolt has no holes

Hi, I'm having trouble with my lawn mower. It would not start. I have looked at the other post and have got it to the point where it will start after priming but stops straight away. So I went to clean the holes in the carburetor bulb housing bolt but there are no holes????? Any help would be much appreciated.

Some model numbers would be much appreciated.

Have no idea what lawnmower or more importantly which engine you are talking about. And, "Victa Lawnkeeper" or "Briggs & Stratton 5hp" isn't enough. Need actual model and type numbers.
