Is the throttle cable moving freely? Is the engine linkage moving freely, nothing bent or jammed?

Throttle moves fine, govenor linkage moves freely also

I can move the govenor linkage easily with my finger, with the throttle in the slow position, the govenor is holding the throttle open

Just wondering if there is an internal spring in the engine that could be broken. all the springs on the outside seem to be in place.

First thing to do is check the "Static" governor setting. Push the throttle wide open, note the direction the governor shaft that comes out the side of the engine turns, loosen the clamp holding the governor arm to the governor shaft, turn the governor shaft in the same direction as far as it will go (there is not much movement either direction) retighten the clamp while everything is in that position. Shaft will turn in clockwise direction in your case.

IF this doesn't work AND if when you try the move the governor arm there is little or no resistance. Stop the engine. The Oil Slinger and Governor are both the same assembly and IF the governor is not working then most likely the oil slinger is not working either, little or no lubrication.

Fix is to remove the sump and replace the governor/slinger ass'y.
