Honda Harmony 215 problems

Hello,

I have had this mower for about 15 years - I love it! It's a workhorse and rarely gives me any sort of problems.
Last year, at the end of the year, it began acting up - my brother suggested that he take it to "his shop" to have a tune-up, cleaning, etc. This he did and things were great.
I began mowing this year and have mowed probably 4 or 5 times...now the problems begin. It will willingly start, but it's as though it has lost power underneath. I can mow for about a foot or so and it wants to die...tilt the mower up, the blades spin faster and it's good. Mow again...repeat. Also, even though it is cutting, it's not bagging everything - a portion of it is always left behind. That's why I've said it seems as though it's lost power "underneath".
I have used only ethanol-free gas since the cleaning, I have made sure that there's plenty of clean oil and that the air filter is clean...please help this 50+ female know what to do next!
