lawn tractor drive problem

I have a Cub Cadet i1046 with a Kohler Courage 20 Twin cylinder OHV engine and hydrostatic trans. The problem is the tractor was stored in a shed over the winter, it had no problems and worked perfect. Now, this summer when I went to use the left rear wheel is locked up. I was able to rock the forward/reverse switch and eventually it will break free and drive normally. Now I can drive and mow normally with no problem until the engine shuts off. Then even emmediately trying to start it again, the left rear wheel is locked again and has to be broke free as described above. On that wheel the little lever that you pull to disengage the trany has come off the spring that attaches it to the lever that actually disengages it. the spring is little stretched out. But, as far as I can tell with out getting inside, the lever thing is not the problem. I can move the lever by hand and it is not locked in the disengaged position.

If anyone can help, I would appreciate it greatly.
