Normally the solid link from the throttle shaft goes to the top of the governor arm. The link w/ the spring goes to the second hole on the arm, with the spring hooking to either the control or fixed adjustment arm.

Hello, Thanks for your reply to my query. I see the two rods which are connected to the 'governor arm' at the rhs crankcase. Where does these attach to? I have three photos of the areas which show the governor arm and the two rods, another which shows a view of the underside of the horizontal plate which has a few levers and then the third photo shows the car side view withe throttle lever etc. I am not sure if i can attach these to this message but I will try. Sorry seems it will allow one photo allow it does show the levers and the underside of the control arm. These would hopefully make your explanation easier for me to understand.
