Snapper Mower Question

I have a Snapper 28085 Rear Engine mower. my question is when I engage the blades the engine throttles down to half speed. Am I missing a spring or something that keeps the engine at full throttle when the blade PTO is engaged? Any help would be greatly appreciated!

That would be the operation of the governor, which is probably controlled by a spring. Under a sudden heavy load, the engine momentarily drops to a lower speed. If that lag is excessive, I would first check that the operation of all the belts and blades are without undue friction.
