John Deere JX75 running rich

Good Evening,
I have a J.D. JX75 with the Kawasaki 6hp engine that I bought new in 1999. My problem is that it is running rich so much so that it goes through a tank of gas just to do the front yard plus I have to keep an extra spark plug to change when I fill the tank up.
I have taken the carb off checked the float & needle I let the float sit in a can of gas overnight to see if it would sink but it did not. I took the carb apart & let it soak in a can of carb cleaner. I put a new air filter on it put it all back together but it still runs rich. Having said this it only runs on high black smoke to grey comes out of the muffler & it runs rough.
When I take the blade clutch off (blade turning) it seems to smooth out!.
Today what I noticed was that the throttle plate on the carb opens & closes there is a rod & spring that attach to the governor arm which is moving back & forth.
What my question is could it be the governor that need adjustment or the springs that are weak?
I have been working on this for a week now & nothing seems to fix it.
Any help would be great!
