Many times I had to use 2. Overtightening the screws will warp the plastic, so go easy. I soak the gasket (s) with carb cleaner when I install them.

All this assumes the primer bulb is good and is sealed well at its base.

Soaking is interesting. Why carb cleaner may I ask? Yes, use OEM gaskets- the correct ones as they are not all the same. Tighten initially snug, then in stages realizing that it is plastic that your are torquing down. They may have come out initially hard due to corrosion or loctite.

I use carb cleaner because it readily soaks into the gasket material and makes it soft and more conformable to a slightly warped plastic housing.

I used 2 gasketsand soaked them in carb cleaner too.

Evidently I was tightening the screws too tight. I used some loc-tite on the screws, tightened them in until I could see fuel coming up when priming. It took very little tightening of the screws to make it prime. Learn something new every day..............
