honda pull start

My Honda mower has always started on the first pull and today it bogged down and when I went to restart it was harder to pull. I checked for blockage ad oil levels but it still is way tough to pull. If you pull a couple of times slowly the third time it might pull easier. Does anyone have an idea what is wrong and how to fix.

The model number would help or does it have a Blade brake clutch. If it has the auto stop with the flywheel brake the cable may need to be adjusted.

It is a HR 21.5 self propelled.

Your are missing the last letters. Look for things like HXA ,SXA, PDA,TDA or something like that.

it is a HR 21-5 DE and on the deck it says SDM

It has been over 20 years since I worked on that model.
It sounds like the BBC needs to be adjusted. You need the manual to make the adjustment.
It looks like you are caught between clutch and brake.
I did see a manual on Ebay for it.
