On most models you can jam the flywheel against a kind of stud on the frame.
Yes you are just spinning the engine . You are in neutral.
The clutch is disengaged .
That is why you have a blue colored bearing there.

I am sorry. I do not understand your statement. what does a blue colored bearing have to do with it?

What I would like to see is an exploded view of the Blade Brake Clutch so I could see just what is going on. I have looked and have not been able to find one.

Well,
Bring the engine to TDC both valves closed. Turn the engine CCW half way. Remove the spark plug, Put a piece of rope into the spark plug hole, Turn the engine back to TDc and the rope will freeze the engine and you can tighten the screw.
Turn CCW and pull the rope out.
The engine must have both valves closed or you could put pressure on the valves,
And as stated you could trap the flywheel. There is a space to do that.
A piece of starter rope is fine.

Sometimes my brain does not work properly.
I was telling you how to loosen.
All you have to do is put a socket on the flywheel bolt and you can tighten the bottom bolt.
