Tiller starter won't pull

Yardman front end tiller. B&S 5.5HP OHV engine. Model 21A332B062 31138, Egine 1264020161E1 011113FD. Serial # 1E142K40679. Problem: engine rope will lock up when trying to start. Remove spark plug and the rope comes all the way out...piston moves. Reinstall plug, same problem. Removed the starter housing and the rope pulls freely. Reinstall starter housing, same problem. A new Carb was installed and it did run but, next to impossible to restart due to the problem. Drain all the old oil and replaced with 20oz SAE 30.

Adjust the valves.
Briggs OHV engines require proper valve lash for the compression release to function properly.
