HRM215 engine speed

I picked up this mower for $10.00 at a garage sale. It starts on first pull so the choke does work and engine runs fine. However the engine speed does not change when I move the throttle from slow to fast. I can see the lingage moving and if I move the governor arm the engine does speed up. Any ideas would be appreciated, Thanks

Has someone wound the idle speed screw in all the way?
