14.5 briggs throttle plate sticking.

ok i remove the motor took all a apart even the governor arm off the shalf on the side of the block.ok i put back together and the throttle at low but seem it runing at half wide open.part i replace coil carb spark plug oil fuel line fuel filter battery.ok i need to know how set the throttle plate and governor arm plz help.

Loosen the clamp holding the governor arm to the governor shaft where the shaft comes out the side of the engine, push the governor arm to wide open throttle position, turn the Governor shaft clockwise until it stops, hold these in place while re-tightening the governor arm clamp with your 3rd hand. Note - the governor shaft will not turn very far in either direction.
