electric start problem with a toro personal pace 22 inch

I have just replaced the ignition switch and housing for this mower and it seems to be working better but the electric start does not enguage all the time it sounds like a hum but does not turn over the engine. Some times it catches and starts.
Any ideas?

You've left us wide open not know what engine it has. Plastic ring gears that are worn, drives that are dirty worn, starters that are tired, weak battery....

its a 2003 model 20018 with a Tecumseh 6.5 hp LEV120-362004A engine 4 Cycle CARB2, EPA2

I have replaced the battery also
