Toro Recycler lev120 362004A won't start

This is probably an easy fix. I just can't figure something out. The flywheel key sheared. I replaced it. In the process I think I may have bent the flywheel brake bracket or bent the little offset wire that is engaged when the deadman bail is engaged. I have torn it down 5 times but can't see what could be preventing it from running. I bent the little offset wire back where I thought it should be. Also, when I pull the starter cord, there is a raspy scraping sound. Please help me if you can.

Did you have the brake bail engaged when you put the flywheel back on? I have almost the same engine and found this video as I'm getting ready to replace mine.

I didn't the 1st time. I used a prybar under the flywheel while tapping the shift. I thought I may have bent something. I didn't remember about the bail until I was putting it back together.

I saw this video on YouTube, but I can't see the position of the brake bracket and how that offset were is supposed to look.
