Do you have a good fuel flow from the tank? These mowers vent through the threads of the fuel cap. When checking flow, do it w/ the cap on vs off. I assume the fuel is fresh and the tank and lines were flushed? Any questions on the gasket placement or that the insulator may have gotten cracked? A few bursts of carb spray around these areas whilst it is running will tell you alot.
