Rear wheel adjustment

I recently purchased a used Homelite/Jacobsen self-propelled mower. It works really well but I cannot figure out how to adjust the rear wheels. These are the drive wheels and there are clips to adjust the wheels, but they will not move. Any idea what I am doing wrong? Is it possible they do not adjust, even though the adjustment clips are provided? Thanks in advance.

Try squirting some PB Blaster on each wheel assembly, followed by some WD-40. Lube them good. The previous owner probably never changed the settings, and now they are stuck. A few raps with a heavy hammer might persuade them to move, but you must hold the adjustment lever so they can move when you hit them! by: RustyJ

Thanks Rusty. Your post gave me the confidence to give it a try and - IT WORKED. They were rusted in place but a Stanley hammer with a few hard whacks, and they started moving. Thanks for your help.
