Honda HR215KHXA Lawn mower

Recently when trying to engage the blade, it kills the engine. When trying to manually turn the blade it is very tight. Not sure how to access this area from under the deck.

    Try this:
    Try starting it with the Blade engaged. If it starts ok then you need to adjust the cable and clean the Blade Brake assembly.
    I looks like brake is not dis engaging (sp) and that will stop the engine.
    Adjust the cable first. It is in your operators manual.
    Let me know if that works.
