Well first off, a 42A707 is not a "V" twin. Is your throttle cable attached? Has the throttle cable housing clamp come loose where it attaches to the throttle box so that the wire core does not actually move the governor linkage? May want to check the Static Governor setting.

i have rechecked the number this is a twin engine.it has 2 pistons.yes the cable is hooked up.this is and older twin engine.with the lever and spring setup box for the governor.

When you post description of your engine, you need to be accurate to get accurate info. Your engine IS NOT A V TWIN!There are distinct differences in engine, not every twin is a V Twin.

You may need to set the governor static setting, Service Manual I sent the link to should help.
