Engine is a Briggs 42E707-1631-01

IF you ran jumperS (note plural) to the starter directly from a fully charged battery AND got nothing, your starter is toast.

However, I think there is probably more to the story.

How did you connect the ground circuit?

i ran jumpers from the neg. terminal to the positive terminal on the starter.

I'm not trying to be a smartadz, but you should ask somebody in your home area to help you. you are doing it wrong!
That said, if the battery is good, do this:
From the minus post (-) run a cable to the engine block, and get a clean connection. then from the (+) post of the charged battery, connect one jumper cable to that post, then touch it to the post ( cable bolt) on the starter. It should turn the engine, or at least try to. From your description, i think you don't have the battery in its correct location. If so, do it like i said above.
