Toro Tecumseh 6.5

I have a Toro 6.5 hp Tecumseh motor. I can get it to stay running. I either have to keep my finger on the primer pump, or when I block the intake hole where the air filter goes. When I bought the mower it was missing the air filter housing unit. Does it have a part that is missing? I bought the air filter and the plastic thing that goes over it. If anyone has any ideas please let me know.
