Toro 20056 Brake Overide Drive belt ?

Can someone explain what the purpose is of the Brake Drive belt on a Personal pace Toro 20056? I see from the Toro diagrams it goes around the brake drum and the small idler pulley on the brake arm - but what is it driving?

When the belt is tight, it makes the upper and lower discs act as one componant. Engine rotation is then delivered to the lower disc and the blade spins.
