Belt on older front tine rototiller

I'm trying to figure out which way is correct to install the belt on the rototiller. The idle pulley is flat.
I purchased a new belt for it...the same size as the old one.

A few thoughts: Do you have any way of knowing if that would be the proper belt? Model #s? One makes the assumption that the flat idler runs on the back of the belt, though that isn't always the case. Obviously, that would be a much longer loop to make. If you could somehow mark the engine pulley position on the pan, that could be helpful. Or is the guide at the far LH of the silver bracket posibly a guide for that pulley? It looks like the guide over the flat idler is homemade? Still trying to note the placement of the rusted longer guide and if that is in the proper place.

I'll get another shot of it approx. where the engine pulley goes. I've been wondering about rusted guide too. Where it is...it doesn't seem to have any use. Unless like you mentioned, it's in the wrong spot or homemade. I bought this a while ago at an auction and it was running fine. But now when I put it to work, the tines don't want to turn. So I'm guessing it either the belt or guides that need replaced.
