trouble tuning 5hp briggs

i have a 5hp briggs horizional shaft model-130202 type- 1516-01 that im having trouble tuning carb. i put a carb kit in it and cant get fuel flow right. on the fuel flow needle how much do i seat the seat for the needle valve(brass piece) and nut for the needle valve?

The brass seat inside should be tight and the nut body of the jet should also be secure- if that was your question. I start the screw itself a turn and a half- 3/4 to start and go from there. Hope that helps.
