LT1000 Mower Disengagement

I have a 38" Craftsman LT1000. I had to take the deck off recently, and when I put it back on, the blade wouldn't disengage properly. I swore I hooked up the spring and the cotter pins correctly, but clearly not.

It does disengage, but the spinning engine pulley still rubs some on the belt and quickly starts squealing.

I had a question about this: what is supposed to happen here? It seems like just loosening the belt would always result in it rubbing loosely on the engine pulley, which would always make it squeal and wear out the belt? Is there something I was supposed to put the belt around near the engine pulley to keep it held back when tension is slacked?

I'd appreciate any input.
