Rear Wheel Self Propelled - Very Sluggish

It a trash picked Yard Machine MTD 21 ". It runs and cuts great, but the self propelled barely turns the wheels. Using the knob, I tighten the cable max and start cutting. Its weak, but works at first. After running for 30 mins it barely moved the wheels. It just squeels a bit.

Do you suspect cable adjusment needed?
Belt replaced?
Pulleys tightened?

I know its hard to tell,, but looking for some hunches or futher troubleshooting.

Check the belt tension first. Sometimes you can remove and grease the gears on the ends of each shaft.

I guess I dont expect to see any gears. Its just two pulleys and a belt
